Highly Qualified Teachers Program

A key goal of the Every Student Succeeds Act (ESSA) is that every student will receive instruction from a "highly qualified" teacher (HQT). To be considered "highly qualified" under ESSA, a teacher of core academic content must possess:

  • bachelor's degree
  • teaching or intern credential
  • demonstrated core academic subject matter competence

The core academic areas for both general and special education include: multiple/general subjects (elementary); English/reading/language arts; mathematics; science; foreign languages; civics/government, economics, history, geography; and the arts. Districts are required to develop plans to ensure teachers assigned to teach core academic content areas meet the highly qualified teacher criteria.

Each Fall, site master schedules are centrally reviewed to identify teachers needing to meet the "highly qualified" requirements for their assignments. Teacher Preparation and Support Department staff provides a trained HQT advisor who works with principals to review master schedules. The advisor then works with teachers not meeting the "highly qualified" criteria for their assignments, and together they develop an individual plan to help each teacher become compliant.

California Subjects Examinations for Teachers (CSET)

The California Subject Examination for Teachers (CSET) is a method by which teachers may meet federal Every Student Succeeds Act (ESSA) Act highly qualified teacher requirements. The teacher's current assignment determines which CSET the teacher must take and pass to be considered "highly qualified" in that academic subject area. Teachers must earn passing scores on each of the examination's required subtests. Each subtest is scored separately, and performance is evaluated against standards established by the California State Board of Education and the California Commission on Teacher Credentialing.

In partnership with San Diego County Office of Education (SDCOE) online CSET test prep courses have been developed by exemplary, experienced content experts who have firsthand knowledge of the CSET exam. The CSET resources are self-paced, closely aligned with the CSET content, and available by subject area or by subject area subtest. The San Diego County Office of Education Preparation Program is committed to a "Teacher Friendly" model that is flexible, cost effective, technology-based, and rigorous.
