Contractor prequalification is a requirement for many contractors intending to bid San Diego Unified School District construction projects.
Prequalification applications must be submitted 10 days prior to a project’s bid due date or they cannot be processed for that project. San Diego Unified will issue qualification/disqualification notices 5 days prior to the bid due date. Please keep in mind that several applications are in process at any given time and an early/timely submittal is appreciated.

Required Prequalification:
Projects of $1 million or more – Prequalification is required for the following contractors, regardless of the value of the prime and/or subcontractors’ work on the project:
- Prime Contractors: General contractors or any C-licensed contractor bidding as a prime contractor on projects of $1M or more. A key requirement for prequalifying as a Prime contractor is to provide project references for completed projects of $1M or more, where your company was the Prime contractor. - MEP Subcontractors: Mechanical, electrical, and plumbing subcontractors, including any contractor holding A or B licenses and/or performing work of C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 and C-46 licenses. Current list of all $1M+ prequalified contractors. This list includes prequalified prime contractors eligible to bid with the district on projects of $1 million or more and mechanical, electrical, and plumbing (MEP) subcontractors eligible to submit bids to bidding prime contractors.
Prime and MEP prequalification expires one year from the date of approval.
If a bidder is already prequalified with the District as a prime contractor or MEP subcontractor for projects over $1M, has a C-33 license, and is interested in the painting projects, please email [email protected] stating that you want to be on the list of C-33 prequalified contractors and your company will be automatically prequalified.
Lease-Leaseback Projects – Prequalification is also required of all Non-MEP Subcontractors, regardless of trade, tier, or the value of the prime and/or subcontractors’ work on the project.

Job Order Contracting (JOC) Projects – Prequalification is required of General Contractors (A or B) or any C-class contractor bidding as a Prime contractor on JOC projects. A key requirement for prequalifying as a prime contractor is to provide project references for completed JOC projects or similar (e.g., Indefinite Delivery/Indefinite Quantity [IDIQ] or task order based project distribution), where your company was the Prime contractor. Prequalification applications are attached to the solicitation for a JOC contract and will be available as part of the bid package (Attachment 14) on the first date of advertisement.
